Chara Hutchinson joins Antioch College as Director of Human Resources & Title IX Coordinator, after serving twenty years with the Federal Emergency Management Agency (FEMA), where she led national response and recovery efforts. Her notable achievements include directing mass care assistance during the 2017 and 2019 California Wildfires, establishing shelters for minors of the Southwest Border mission in 2020, and managing temporary housing programs for survivors of the Maui wildfires in 2023.
Chara’s background in human resources encompasses recruitment, onboarding, staff development and mentoring. She was also an active member of FEMA’s Equity Initiative which implemented strategies to increase diversity, equity, and inclusion to strengthen retention and leadership capacity for minorities and women of color within FEMA’s workforce.
Chara earned a Master of Public Administration from Central Michigan University and is a graduate of Wilberforce University with a Bachelor of Science in Health Administration.
Outside of her professional life, Chara enjoys international travel, live music, reading, snorkeling, and kayaking.
